This 101-year old landmark is being celebrated by Pasadena Heritage on July 12, 2014 with its signature Colorado Street Bridge party which draws local officials, business leaders, sponsor partners and thousands of residents for a festive evening on the bridge. “As part of HNTB’s 100th anniversary activities, we are honored to be a part of this exciting event for the Colorado Street Bridge, which was our company’s first design project in Southern California,” said Vic Martinez, PE, vice president and Southern California District Leader as he was recognized at the event. “We congratulate Pasadena Heritage for its ongoing dedication to preserving and protecting historic architectural and cultural resources, including the Colorado Street Bridge.” The landmark structure, also referred to as the Arroyo-Seco Viaduct, carries Colorado Boulevard (then called “Colorado Street”), the major east-west thoroughfare connecting Pasadena with Eagle Rock and Glendale to the west, and with Monrovia to the east. It spans 1,486 feet and is notable for its distinctive Beaux Arts arches, light standards and railings. The concrete bridge is on the National Register of Historic Places and has been designated a National Historic Civil Engineering Landmark by the American Society of Civil Engineers. A century later, HNTB was selected by the City of Los Angeles to design the new Sixth Street Viaduct, which includes a modern interpretation of arches that echo and respect the original bridge. HNTB's Kevin Reed Discusses How Transportation is Changing

As HNTB celebrates a century of providing infrastructure expertise to federal, state and local agencies, it’s striking how much California transportation has changed since 1914. Over the next two decades, we can expect the face of California transportation to change once again. Our vehicles will communicate with each other and smart roads, bridges and highways, giving vehicles 360-degree awareness and an ability to sense impending crashes and conflicts. These advanced systems will make most vehicle crashes a thing of the past. They also open up important opportunities to better connect our various modes of transportation, get more out of the systems we already have, and move toward true user fees. This evolution has been decades in the making, but really has moved from science fiction to fact over the last 10 years as engineers and planners have worked actively with the U.S. Department of Transportation, along with auto manufacturers and state agencies. More recently, actual drivers in live test bed settings have been in the mix as experts have gathered their input and a better understanding of the potential real-world return on investment. Having cars that can “talk” to each other and the roadway – that inform drivers of potential risks and enable new mobility options for travelers – far outweighs the costs of implementation. Perhaps most importantly, we can do something to address the leading cause of death among young drivers and to drastically reduce the 35,000 people annually who currently die in traffic accidents. These “cars of the future” ultimately will do a better job of protecting the health, safety and welfare of our citizens. Intermodal connectivity will allow seamless transfers between modes of travel, from bikes to cars to buses and ships to trucks to trains and airplanes. Information will be presented to vehicle occupants to help them navigate congested urban environments as well as the most isolated rural areas. Imagine express lanes with vehicles traveling at high rates of speed only inches apart in automated platoons carrying people and goods. Road capacity will expand by as much as 300 to 500 percent, and since vehicles will seldom – if ever – crash, highway geometric standards will need revamping. As vehicle electrification becomes more prevalent, the roads will dynamically recharge vehicle batteries or provide direct power for vehicle propulsion systems. We already have the I-15 Integrated Corridor Management pilot site in San Diego, priced managed lanes in Los Angeles, all-electronic tolling on the Golden Gate Bridge, and bus rapid transit rolling out across the state. The need for infrastructure maintenance and expansion will still be present, but these disruptive forces will change how that infrastructure will look and be utilized. Consequently, the services that transportation agencies provide will evolve, as will the way transportation services are provided and paid for. For example, smart phones already are changing the way people interact as well as the way they travel. In the near future, more accurate differential GPS, high-speed LTE communications, and dedicated short range communications capabilities will be integrated into smart phones. As a result, related apps will allow transportation agencies to get more out of existing infrastructure and transit services through active transportation and demand management. Travelers will be more empowered with information and travel choices involving all roads and all modes. Surface transportation will indeed change dramatically over the next two decades as disruptive innovations change the way that transportation systems are designed and transportation services are offered. Communities across California, transportation agencies and their partners – as well as firms like HNTB – should be ready to not only adjust to such changes, but capitalize on them and better serve the traveling and commuting public, which should be ready to ask what kind of modern, multimodal transportation system they want. James de la Loza joined HNTB Corporation as regional business development leader and vice president in the West Division. He brings 32 years of experience in planning and implementation of transportation projects in California and across the United States, including a decade-long tenure as chief planning officer for the Los Angeles County Metropolitan Transportation Authority. De la Loza is based in HNTB’s Los Angeles office. He will work closely with division management on pursuing opportunities for long-term expansion of the firm’s California market with railroad, transit, highway, bridge, tunnel, toll, aviation, construction management and other infrastructure clients. “Jim’s knowledge of California’s transportation market and big-project experience is a tremendous fit for infrastructure clients who expect the highest levels of expertise from HNTB,” said Phil Petrocelli, president HNTB West Division. “His prior experience confirms his reputation as a transportation leader and demonstrates his ability to make important contacts in the industry, bring solutions and win major projects.” Prior to joining HNTB, de la Loza served with a consulting firm as transportation manager for California business development. Former Florida Department of Transportation secretary joins HNTB Ananth Prasad, PE, has joined HNTB Corporation, assuming a national role as leader of the firm’s transportation practice. Prasad will develop and direct strategies that enhance HNTB’s service to state departments of transportation across the country. “Having Ananth share his understanding of the immense challenges facing transportation agencies today will translate well to other DOT and transportation agencies around the country,” said Rob Slimp, PE, CEO, HNTB. “Our firm is proud to be a leading infrastructure solutions provider to DOTs – central to our 100-year legacy. Ananth’s understanding of the impact of emerging technologies on the transportation system will be especially critical to transportation agencies as they prepare for the future of our transportation system.” Prasad departed the Florida Department of Transportation’s top position Jan. 2, 2015, following his four-year appointment by Gov. Rick Scott. In a December 2014 statement, Gov. Scott praised Prasad saying, “Secretary Prasad has been part of my administration since the very beginning, and he has been pivotal to making sure we could make a record investment of over $10 billion in our transportation system this year (2014).” Prior to his becoming secretary of FDOT, Prasad served as assistant secretary for engineering and operations for the agency. Prasad rejoined FDOT in July 2010 after a two-year position as a vice president with HNTB. As FDOT secretary, Prasad led the agency with a budget of $10 billion and 6,500 employees responsible for providing a safe and efficient transportation system to the fastest growing state in the country. His forward-looking leadership resulted in financial close of state’s largest public-private partnership, the $2.4 billion I-4 Ultimate Improvement Project in Orlando; delivering SunRail commuter rail service in Central Florida; creating a system of managed lanes in South Florida; securing funding for the new intermodal center at Orlando International Airport; and completion of Tampa International Airport’s master plan. Prasad has more than 24 years of experience in the transportation industry, including 22 years with FDOT, where he previously held the positions of chief engineer and director of construction. He was responsible for implementing various innovative contracting techniques, including public-private partnerships, and he has been a proponent of advanced technologies to improve safety and mobility. Engineering News-Record, the top trade magazine for the transportation construction industry, named Prasad one of the Top 25 Newsmakers for 2013 and recognized FDOT as the Southeast Owner of the Year. Greg Hulsizer has joined HNTB Corporation as vice president and toll market practice leader in the West Division. He brings more than 30 years of executive and board-level experience in leading high-profile public- and private-sector organizations. HNTB aviation professionals recently delivered a guest lecture as part of the California State University, Los Angeles (CSULA/Cal State LA) Airport Planning course. The session was held at HNTB’s new office near Los Angeles International Airport. Mentorship program increases the pool of small architectural and engineering businesses for participation in regional transportation projects HNTB Corporation was honored earlier this month with an Outstanding Performance Award by the Calmentor Mentor-Protégé Program in San Diego, California, for architectural and engineering mentoring for protégé firm, Davy Architecture. The Calmentor mentorship program — overseen by the California Department of Transportation District 11 and the San Diego Association of Governments in coordination with the American Council of Engineering Companies and City of San Diego — is designed to encourage and support small businesses through voluntary partnerships with mid-size and larger firms. In addition, the program is intended to increase the participation of small architectural and engineering firms in public transportation projects in the San Diego region. “This program is a great way for HNTB to share knowledge with talented smaller firms that are aspiring to grow and do business with Caltrans, SANDAG and other public agencies,” said Kevin Reed, PE, HNTB San Diego office leader. “Being paired with protégé firm Davy Architecture has been a mutually rewarding experience as both firms had the opportunity to learn from each other.” “Being involved in the Calmentor program is one of the best opportunities we've had to grow our business,” said Eric (Ric) Davy, principal of Davy Architecture. “HNTB’s expertise and ongoing support have further enhanced our capabilities and helped to position our firm for greater future success. HNTB's New Survey Shows Many Southern Califrornians Ready to Turn Towards Transit

New survey from HNTB Corporation shows convenience, choice are primary motivators A new survey from HNTB Corporation finds many Southern California residents hungry for a more efficient multimodal transportation system, including better scheduling and improved transferability from one mode to another. “California is the most populated state in the nation, and we love our cars, so it’s no wonder our roads are extremely crowded,” said Michael Palacios, HNTB Southern California district leader. According to the HNTB survey, 91 percent of Southern California residents drive on freeways, highways or toll roads, on average, four days a week. Looking back at the unofficial start of the summer travel, AAA expected 2.31 million people in Southern California would hit the road Memorial Day weekend, and 37 million Americans would do so overall. These numbers were the highest estimates since 2005 as consumer confidence is buoyed by an improved economy and lower gas prices. “Rising congestion has put up a number of roadblocks to the Golden State’s love affair with the automobile,” said Palacios. “It’s to the point that we must address, particularly in Southern California, our historical public transportation deficit.” In recent years, Los Angeles has been doing just that, insisting on better bus service and expanding its transit network through Measure R, a half-cent sales tax that took effect in July 2009. Southern California residents want a more accessible and efficient local transit system. The HNTB survey showed more than 4 in 5 (84 percent) would like to have greater access to local transportation options. Many Southern Californians already choosing transit. Today, just more than half (51 percent) of Southern California residents use local public transportation. Sixty percent of those who use public transportation use it at least once a week. Still, residents are hoping for more ways to get around, such as walkways (37 percent), bike paths (36 percent) and highways (29 percent). “It’s about choice,” Palacios said. “We can’t necessarily build our way out of congestion any more. But we can make the most of the systems we do have by getting them to work better together.” Southern California residents ages 18-54 are more likely than those 55 and older to desire greater access to public transit (52 percent versus 39 percent), rails (42 percent versus 31 percent), walkways (40 percent versus 28 percent), bike paths (43 percent versus 21 percent) and highways (33 percent versus 20 percent). More residents in urban areas than those in suburbs would like additional access to rail (42 percent versus 35 percent) and bike paths (39 percent versus 32 percent). Improving efficiency seen as worth the money Three in 4 (75 percent) Southern Californians would fork over their own money to have a better travel experience. “In fact, we found if local multimodal mobility choices were smoother, traffic congestion might be reduced, as many said they would switch to public transit,” Palacios said. More than one-third (34 percent) of this group would be most willing to spend more to use rail for this reason, while buses come in second (15 percent). More than 8 in 10 (83 percent) Southern California residents think local modes of transportation need to be improved in order to run more efficiently. Among those residents, better scheduling (62 percent), easier access and transferability from one mode of transportation to another (59 percent) and more frequent arrival and departure times (58 percent) top the list of improvements. Nearly half (49 percent) say a more cohesive single payment system would help. Palacios said Southern California might be able to leverage lessons being learned in the San Francisco Bay Area, which is moving toward such a system with Clipper®, a renewable, stored-value transit card designed to encourage intermodal travel and incentivize ridership. Switching transportation gears long term Seamless local mobility would result in nearly 9 in 10 (87 percent) Southern Californians changing their transportation behaviors. More than half (55 percent) of those who would change their behavior predicted they would go more places. Nearly two-thirds (64 percent) would reduce their driving, some would hop onto public transportation (63 percent) or walk (55 percent) more often. And 26 percent would even encourage more people to visit. “We have much to look forward to,” Palacios said. “With the transportation and transit projects now in the pipeline, Southern Californians will see a more connected transportation system in their future.” HNTB is currently working on or has completed a variety of transportation projects in Southern California designed to improve the multimodal system, including the Alameda Corridor-East San Gabriel Trench grade separation; the Interstate 405 Sepulveda Pass Improvements Project; the Caltrain Jerrold Avenue Bridge Replacement; the Sixth Street Viaduct Replacement; and the Kraemer Boulevard railroad grade separation project. It also serves as lead designer to Walsh/Shea Corridor Constructors for the planned Crenshaw/LAX Line will connect the existing L.A. Metro Green Line with the Expo Line and integrate Los Angeles International Airport into the regional rail network. More than one-third (35 percent) of Southern California residents believe they will be using local public transportation more often in the next five years. Southern Californians also think they will be driving vehicles (40 percent) more in the next five years, while some think they will walk (30 percent) and ride bikes (22 percent) more to their destinations. There may be a boost in carpooling or ride-sharing as well, as 17 percent think they will do so more often. And 1 in 10 (10 percent) thinks he or she will take advantage of car sharing more often. About the survey The HNTB Southern California transportation survey was conducted May 4-11, 2015, among 1,037 Americans who live in Southern California, including Los Angeles, San Bernardino, Orange, Riverside, San Diego, Ventura, Santa Barbara and Imperial counties, using an email invitation and online survey. It was conducted by Kelton, which set quotas to ensure reliable and accurate representation of total Southern California population ages 18 and over. The margin of error is +/- 3 percent. Daniel Louis, internationally experienced infrastructure expert, joins HNTB Corporation and will help grow firm’s PM/CM practice in Southern California and assist national tunnel efforts Daniel Louis, PE, GE, has joined HNTB Corporation as Southern California project management and construction management director, director of tunnel practice – West, and vice president. Louis will be based in the firm’s Santa Ana, California office. Louis has 30 years of experience in tunneling, heavy civil construction, program management and construction management services. Jim Barbaresso of HNTB says Americans expect transportation technologies to improve travel safety

Vehicle-to-vehicle technology offers great promise, but personal privacy is significant concern Travel safety is the single most important issue emerging transportation technologies must address, according to the findings of a new national public opinion poll. The latest America THINKS survey by HNTB Corporation, “Technology-driven transportation innovation — demand for safety, concern for personal privacy,” finds Americans want and expect new technologies and emerging innovations, such as connected vehicles, autonomous vehicles and smart roads, to improve travel safety. That expectation, however, is tempered by significant personal privacy concerns about access and use of information generated by those very technologies. “With human errors accounting for nearly 90 percent of all highway crashes — and between 30 percent and 50 percent of all peak-period delays being caused by crashes — minimizing the human influence in driving performance can have a two-fold benefit. Not only can smarter infrastructure and vehicles save lives and reduce injuries, they also can lead to improved mobility of the traveling public,” said Jim Barbaresso, HNTB’s national practice leader for intelligent transportation systems and 2014 chairman of the ITS World Congress. Privacy concerns surround the technology, too. At a June 2015 press conference at the National Press Club in Washington, D.C., Barbaresso joined Khaliah Barnes of the Electronic Privacy Information Center to discuss connected vehicle technology and related privacy questions. Both agreed standards and guidelines concerning data capture and its management will need to be carefully crafted. But Barnes also stated standards and guidelines are not substitutions for strong, baseline federal privacy protections. Barnes said, “The public will not tolerate government agencies’ unfettered access to the information their cars collect and share.” Safety first The survey confirms the belief in a direct relationship between travel information and safety. More than half (52 percent) of those surveyed agree the single most important use of transportation technology – for every means of transportation – is to reduce accidents or make travel conditions safer. Americans are far less likely to prioritize technology’s ability to enhance personal convenience, such as guaranteeing travel time or accurate route planning (10 percent), improving the environment (10 percent), enhancing the ability to use the best transportation option (8 percent) or reducing congestion (8 percent). Improving safety for pedestrians and bicyclists is the most important use of technology to 6 percent, and increasing traffic capacity is most important to 4 percent. As new transportation technologies emerge, more than seven in 10 (71 percent) Americans believe they should be used to improve safety on highways, while 53 percent feel this way about providing traffic condition information. Fifty percent want new technologies to reduce congestion, and 42 percent desire information about alternative routes or modes of travel. The HNTB survey found most people are optimistic about transportation innovations, such as connected vehicle technology. They believe this technology will lead to increased safety (65 percent), fewer traffic accidents (61 percent) and reduced fatalities (58 percent). “Evolving connected and autonomous vehicles will make travel on our cities’ streets, on our nation’s corridors and in our vehicles more reliable, predictable, faster and safer,” Barbaresso said. “The full benefits of this transformation won’t be realized overnight, but cities can start now to incrementally create a safer world for future generations of travelers.” Who wants to know? Connected vehicles have the potential also to generate a great deal of data and information that Americans are hesitant to share. In fact, four in five (80 percent) admit they would be worried about their personal privacy if they did have a connected vehicle, and almost one-third (32 percent) believe driver privacy will be reduced with the emergence of connected vehicle technology. Nevertheless, Americans might re-evaluate their privacy concerns if connected cars positively impacted their safety or budgets. The top reasons Americans would consider granting access to their travel information via connected vehicles are the guarantee of safer roads (59 percent), lower gas prices (57 percent), and real-time notifications of key safety issues, such as impending collisions (47 percent). A majority of Americans who think the data collected should be released believe that it should remain with the vehicle owner (65 percent) or driver (56 percent). Far fewer are willing to share information with organizations, such as law enforcement agencies (34 percent), departments of transportation (32 percent), automobile insurance companies (30 percent), vehicle manufacturers (25 percent) and the federal government (19 percent). “While vehicle-to-vehicle technology could become standard in our cars and trucks within the decade, educating the public now is key,” Barbaresso said. “Drivers will need to understand where their personal information is going and how it will be used. Currently, private- and public-sector stakeholders are working closely to develop standards for the use of connected vehicle technology and data in our cars and on our roadways.” The more you know… For many Americans, information about general road issues and transportation safety are closely related and are driving interest in popular technology applications available in today’s vehicles. Among them, blind spot notifications are most likely to be desired (65 percent) followed by expected traffic condition information (62 percent) and “sudden stop” warnings (61 percent). The ability to reroute a trip is of interest to 59 percent, and alerts to keep their eyes on the road is desired by 56 percent of Americans. Interestingly, women express more interest than men in each of these applications. “With a goal of moving toward zero traffic fatalities, automated and connected vehicles will help reduce human error and reshape America’s cities, putting traffic accidents in the rearview mirror,” Barbaresso said. About the survey HNTB’s America THINKS 2015 transportation technology survey polled a random nationwide sample of 1,007 Americans between June 29 and July 13, 2015. It was conducted by Kelton, which used an e-mail invitation and online survey. Quotas were set to ensure reliable and accurate representation of the entire U.S. population ages 18 and over. The margin of error is +/- 3.1 percent.

HNTB-designed San Onofre segment of coastal rail corridor adds over four miles of new double track

In another major milestone for the 351-mile Los Angeles-San Diego-San Luis Obispo (LOSSAN) rail corridor, Stage 1 of the HNTB-designed San Onofre to Pulgas stretch of 4.2 miles of double track was recently opened. The new section brings the San Diego segment of the LOSSAN corridor double tracking project to more than two-thirds completion. The HNTB team provided the final design for Stage 1 and Stage 2 for the San Onofre to Pulgas Double Track Project, which will add a total of 5.8 miles of second mainline rail track within the U.S. Marine Corps Base Camp Pendleton, north of Oceanside. The project spans from San Onofre State Park to Las Flores Creek just south of Las Pulgas Road in the North County Transit District railroad right-of-way. The project also includes a link that allows trains to cross between the two tracks, and the replacement of a wood timber trestle bridge with a modern concrete structure. “This is an exciting milestone for the ongoing LOSSAN corridor enhancements,” said Christopher Hahn, PE, HNTB project manager. “Design work has been completed for the project’s second stage of construction, which will add a 1.6-mile segment of double track from north of Las Pulgas Road to Las Flores Creek on Camp Pendleton.” HNTB also is working on double-track designs for Eastbrook to Shell, Batiquitos Lagoon, and San Dieguito Double Track and Special Events Platform projects. The projects encompass planning, environmental, drainage, track design, civil engineering, as well as positive train control integration. “Every double-tracked mile on the San Diego-to-Los Angeles rail corridor continues to improve capacity, reliability and efficiencyon one of the nation’s busiest intercity passenger rail system in the United States,” said Kevin Reed, PE, HNTB San Diego office leader. During the next 30 years, the San Diego Association of Governments plans approximately $1 billion in improvements in the 60-mile San Diego segment of the LOSSAN corridor, including a primary effort to double track the corridor from Orange County to downtown San Diego. The panel discussion featured Vic Martinez alongside City Engineer Gary Lee Moore; Tim Williams from Michael Maltzan Architecture; Conceptual Artist Glenn Kaino; and Omar Brownson from the L.A. River Revitalization Corp.
